Yes and partly yes. Many of the builders allowed free hosting, but I believe infopages had a small fee, which went to maintaining a BBB or Yellowpages style directory that other users could search. Business owners would put some money into web development usually to make everything look nice since it was going to be many peoples first impression of their business.
