Frontpage was probably the one I saw the most, hence my affinity for it, but Infopages always looked so clean.

infopages was specifically for businesses right? do you think that's why it looked more professional than other builders or was it something with the engine?

Yes and partly yes. Many of the builders allowed free hosting, but I believe infopages had a small fee, which went to maintaining a BBB or Yellowpages style directory that other users could search. Business owners would put some money into web development usually to make everything look nice since it was going to be many peoples first impression of their business.

i had no idea thank you for this! my time on the internet started just after search engines became popular, but i can see how useful that could be for businesses. very cool, i'll dig up some fun infopages sites on the wbm :)
